The New Zealand Environmental Ministry has made all 10 of its notices available for download from its Web site. The laws will go into effect on December 1, 2017. For companies, the primary change is found in the rules on how to label hazardous substances and what information must be contained in safety data sheets. To a great extent, the rules correspond to those of the Fifth Revision of the GHS.
The entries in safety data sheets can be made according to the GHS or to the Hazardous Substances and New Organisms Amendment Act of 2015 (HSNO), which has been in effect for some time. However, users must populate a table showing the correlations between the two systems. In addition, the permission number must be given in Section 15 of the safety data sheet.
Packaging for hazardous goods must meet the requirements of UN Model Regulations, which are now available in their 19th Revision (2015). The personnel of the agencies responsible must also certify and approve the packaging.
